Toledo opened the game with 13 unanswered points, including Jermaine Robinson picking off Bearcats quarterback Munchie Legaux for 75 yards and a touchdown to put the Rockets up 10-0 at that point. Toledo kicker Jeremiah Detmer made three 40-plus yard field goals in the first two quarters (43, 42 and 47) to give the Rockets a 16-13 lead at halftime.
Detmer opened the third quarter with his fourth field goal of the game to extend Toledo's halftime lead to 19-13 before Legaux led the Bearcats to their first lead of the game, 20-19, on a touchdown pass to Damon Julian for 25 yards.
Cincinnati's lead was short-lived, as Toledo's Bernard Reedy returned the ensuing kickoff 91 yards for a touchdown to once again put the Rockets ahead, 26-20.
The Bearcats cut Toledo's lead to 26-23 with a field goal, but the Rockets engineered a 14-play, 59-yard drive that lasted just under seven minutes and ended with a field goal of their own, extending Toledo's lead to 29-23 with 42 seconds remaining in the game.
Legaux threw his second interception on the Bearcats' final possession to secure Toledo's upset win.
