&lt;p&gt;&lt;br /&gt;Part of my reaction to the Aki Iwamura trade was realizing how surprisingly competent the Pirates front office has become. They picked up a cost-controlled player for a replaceable part and improved their infield defense in the process. How is that a bad thing?&lt;/p&gt;
&lt;p&gt;The funny thing is, the Pirates have been bad for so long, and it's so easy to dismiss their hires as actually being good baseball people, I had forgotten what Pittsburgh was actually getting in Neil Huntington. &lt;a href=&quot;http://www.fangraphs.com/blogs/index.php/more-on-the-pirates-fo/&quot;&gt;Here's another post &lt;/a&gt;from FanGraphs about what this trade means for the Pirates executives and &lt;a href=&quot;http://www.gantdaily.com/news/70/ARTICLE/31214/2008-09-18.html&quot;&gt;here's an interview with Dan Fox&lt;/a&gt;, their database guru. Basically, the Pirates have a guy that gets to play with computer simulations all day until he can accurately evaluate and forecast players. I can get that job how?&lt;/p&gt;
&lt;p&gt;It also made me start thinking about all the general managers in the National League Central. Which ones was I most afraid of? Which ones were a joke? Were there any teams that were run competently from year to year?&lt;/p&gt;
&lt;p&gt;The thing that surprised me when I did my research was not that Ed Wade is probably the weakest GM in the Central, it's that so many of them have changed in the past two seasons. Justice loves to harp on how the organizational chaos Houston has gone through is affecting the club in many ways. Still, to see that so many of Wade's peers have also changed jobs recently is refreshing.&lt;/p&gt;
&lt;p&gt;It's also scary, especially when at least four of these guys are competent-to-really good. After the jump is a look at each GM. Feel free to share your thoughts on who worries you the most in the comments...&lt;/p&gt;

&lt;p&gt;&lt;b&gt;Notes:&lt;/b&gt; The longest tenured general manager also has the biggest payroll of any team in the division. What does he do with all that money? Waste it. As scary as the Cubs lineup and rotation can be, Hendry alone makes me feel good about the Astros chances against Chicago in the near future.&lt;/p&gt;
&lt;p&gt;This was a man who overpaid for guys like &lt;a href=&quot;http://www.sbnation.com/mlb/players/338/LaTroy_Hawkins&quot; class=&quot;sbn-auto-link&quot;&gt;LaTroy Hawkins&lt;/a&gt; and &lt;a href=&quot;http://www.sbnation.com/mlb/players/785/Ted_Lilly&quot; class=&quot;sbn-auto-link&quot;&gt;Ted Lilly&lt;/a&gt; (though, to be fair, Lilly was excellent). &lt;p&gt;Funny thing, though, 134 million can buy you a damned good team. Hendry may have made mistakes in the past, but has done a good job of at least correcting them. He admitted failure with &lt;a href=&quot;http://www.sbnation.com/mlb/players/788/Rich_Hill&quot; class=&quot;sbn-auto-link&quot;&gt;Rich Hill&lt;/a&gt;, shipping him off to Baltimore. He did turn &lt;a href=&quot;http://www.sbnation.com/mlb/players/792/Ryan_Dempster&quot; class=&quot;sbn-auto-link&quot;&gt;Ryan Dempster&lt;/a&gt; into an effective pitcher in his new role with the Cubs. &lt;p&gt;Would Hendry be this good without all that money? Probably not. In his market, though, it's tough not to make a big splash each season and have the fans be happy. Of all the GMs, though, I'm least afraid of Hendry.&lt;/p&gt;

&lt;p&gt;&lt;b&gt;Notes: &lt;/b&gt;The interesting thing about Jocketty is he went from a winning team to one that is continually frustrated by not being able to get over the hump. He also went to a team that walked away from a more progressive-thinking GM in former &lt;a href=&quot;http://www.sbnation.com/mlb/teams/MIN&quot; class=&quot;sbn-auto-link&quot;&gt;Twins&lt;/a&gt; assistant Wayne Krivsky for the more traditional Jocketty. Of course, Jocketty also followed Tony LaRussa from Oakland to St. Louis, so it's unclear how much of his philosophy is tied to LaRussa's.&lt;/p&gt;
&lt;p&gt;The Reds haven't exactly been dramatic in making over the club, but Jocketty has shown a willingness to be aggressive with the team's prospects and not trade off valuable assets for overhyped players (I'm looking at you, Jim Bowden). Still, Jocketty hasn't shown the same level of success as at his previous two stops. It will take a little more time to see whether his player evaluation method transfers to the Reds scouting department. If Jocketty can hit a few home runs in the draft, the rest of his record in the Queen City will be moot.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;&lt;a href=&quot;http://www.sbnation.com/mlb/teams/MIL&quot; class=&quot;sbn-auto-link&quot;&gt;Milwaukee Brewers&lt;/a&gt;&lt;/b&gt;&lt;/p&gt;

&lt;p&gt;&lt;b&gt;Tenure:&lt;/b&gt; Since September 2002 (7 seasons)&lt;/p&gt;
&lt;p&gt;Notes: One of the two longest tenured GMs in the NL Central, Melvin has had an up-and-down career in Milwaukee. Yes, he did draft &lt;a href=&quot;http://www.sbnation.com/mlb/players/836/Rickie_Weeks&quot; class=&quot;sbn-auto-link&quot;&gt;Rickie Weeks&lt;/a&gt; and &lt;a href=&quot;http://www.sbnation.com/mlb/players/839/Prince_Fielder&quot; class=&quot;sbn-auto-link&quot;&gt;Prince Fielder&lt;/a&gt;. Yes, he did trade for &lt;a href=&quot;http://www.sbnation.com/mlb/players/111/CC_Sabathia&quot; class=&quot;sbn-auto-link&quot;&gt;CC Sabathia&lt;/a&gt;. But, what have the Brewers actually won? This team seems to consistenly play for second place, which isn't bad, but until they can get over the hump mentally, Melvin may not be viewed more positively.&lt;/p&gt;
&lt;p&gt;All indications are that Melvin is a more traditional GM. The Brewers don't leap out at you as a very sabermetric-friendly team, but they do have a little bit of the Oakland A's philosophy for a small market. The Brewers under Melvin consistently make unpopular decisions with players to avoid locking them up to bad contracts that hurt the team. Instead, they'll buy out arbitration years for a player, insuring cost certainty and rewarding young guys before they may be overpaid. Exhibit one is Ryan Braun.&lt;/p&gt;
&lt;p&gt;Certainly, the biggest deficiency with the club is starting pitching. Melvin has shown a knack for making big moves (CC), regardless of his position as a small market team. He's also done a good job of drafting by talent and not positional needs (&lt;a href=&quot;http://www.sbnation.com/mlb/players/31610/Matt_LaPorta&quot; class=&quot;sbn-auto-link&quot;&gt;Matt LaPorta&lt;/a&gt;, anyone?). The obvious plus side of this is Melvin can then trade for pitching with his talent surplus. It will be interesting to see if Melvin can keep the pipeline going for the Brewers and tinker around the edges enough to get a winner.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Notes:&lt;/strong&gt; Here is the crux of my argument. The Pirates are without a doubt the worst-run franchise in the National League. For years, they have been incompetent, both in the draft, in trades and in fielding winning ball clubs. Who can forget &lt;a href=&quot;http://www.sbnation.com/mlb/players/32187/Randall_Simon&quot; class=&quot;sbn-auto-link&quot;&gt;Randall Simon&lt;/a&gt; viciously attacking that poor Bratwurst in Milwaukee? Just horrible. Still, Huntington has done a great job of reversing this trend. He correctly indentified assets that were expendible, seems to have valued his minor leaguers correctly and his only big misstep so far has been the Bay trade. The big deal with the &lt;a href=&quot;http://www.sbnation.com/mlb/teams/NYY&quot; class=&quot;sbn-auto-link&quot;&gt;Yankees&lt;/a&gt; netted the Buccos a solid starter in Ross Ohlendorff and a young outfielder in &lt;a href=&quot;http://www.sbnation.com/mlb/players/31808/Jose_Tabata&quot; class=&quot;sbn-auto-link&quot;&gt;Jose Tabata&lt;/a&gt; (who hasn't panned out). The organization seems to be headed in the right direction. Count me as still skeptical, though, even with present evidence to the contrary.&lt;/p&gt;

&lt;p&gt;&lt;b&gt;Notes:&lt;/b&gt; Mozeliak took over a team that didn't have much to work with outside of a couple big money players (Pujols, Rolen, Carpenter) and a ton of farm talent. He's tinkered around the edges well and leaned heavily on his manager and pitching coach's reputations to slot in marginal guys into productive roles. Mozeliak stuck by &lt;a href=&quot;http://www.sbnation.com/mlb/players/32994/Colby_Rasmus&quot; class=&quot;sbn-auto-link&quot;&gt;Colby Rasmus&lt;/a&gt; through early slumps and made a big-ticket acquisition of &lt;a href=&quot;http://www.sbnation.com/mlb/players/489/Matt_Holliday&quot; class=&quot;sbn-auto-link&quot;&gt;Matt Holliday&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;There are conflicting reports about his style, but it seems like he appreciates what the stats can tell him about the game and uses it to some degree. Yet, his philosophy seems to be grating on the older school ideas of Tony LaRussa. Combine that with his cold-blooded trade of Dave Duncan's son, Chris, and he's done quite a bit to alienate two of the most important cogs to the Cardinals machine for the past decade. Not that I'm complaining.&lt;/p&gt;
&lt;p&gt;There are both good and bad qualities here, but I don't think we can judge Mozeliak fairly until he's out from under LaRussa's considerable shadow (the man's a genius, after all).&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;

I said some nice things in the past about the job he did leading up to this past season, but after reviewing his track record in Philly, I have a suggestion. Ed Wade needs to hire some smart, baseball-savvy mind to be his trade manager. Like a salary-cap manager in football, this person would handle all the ramifications of trades (scouting players, balance, contracts, etc.) and give his best recommendation to Wade. Only then could the big man sign off.&lt;/p&gt;

&lt;p&gt;Thus, why I had the idea of a trade manager. I'm sure someone like Paul DiPodesta or Kevin Towers wouldn't mind being the Astros full-time trade scout, right? Either one would be imminently more qualified than Wade to make these kinds of decisions. And yes, I realize that Wade has made some decent trades with the Astros. Sticking to the numbers, though? That streak may not last forever.&lt;/p&gt;

&lt;p&gt;In 2001, the Giants didn't make the playoffs for a lot of reasons. The starting pitching was inconsistent, there was a revolving black hole at third base, and Barry Bonds was only on base 52% of the time. The team won 90 games, but it was a bitter finish. And I spent the entire season worrying about the Padres.&lt;/p&gt;
&lt;p&gt;The Padres didn't even finish above .500, but their organizational depth chart woke me up at night, and gave me emotional wedgies during the day. The '27 Yankees had nothing on what was to be the 2004 Padres:&lt;/p&gt;

&lt;p&gt;The young pitching was similarly terrifying, with neo-Maddux Brian Lawrence, Wascar Serrano, OBP-master Adam Eaton, and some goof named Jake Peavy. I remember thinking, man, if only 50% of the young players develop, the Padres will be a dynasty. And all that talent would have been capably managed by strategic mastermind Bruce Bochy. The only saving grace was that the Giants weren't in the AL West, where teams would have to deal with a Kotchman/Kendrick/Wood/McPherson infield starting every All-Star Game until 2015.&lt;/p&gt;

&lt;p&gt;Wait! I had another point. The reason for this trip down early-decade Memory Lane is that I didn't learn. I kept a very detailed Excel spreadsheet of how many eggs other teams had, and I was surprised when the omelet would fit in my shirt pocket.&lt;/p&gt;
&lt;p&gt;Years later, the Diamondbacks started amassing talent like there was a shortage coming. Every position had five-tool goofs who were also translating the tools into results. An outfield of Chris Young, Carlos Quentin, and Justin Upton? An infield with Chad Tracy and Conor Jackson at the corners? A couple of offensively capable catchers to rotate in and of the lineup? They had so many good young players, they could afford to send entire minor league affiliates to the A's for Dan Haren. The worst part: They were already good, winning the division in 2007. This decade was going to be ugly.&lt;/p&gt;
&lt;p&gt;While I was soiling myself thinking about Justin Upton and Chris Young combining for 1,000 steals and home runs over their careers, the Dodgers were lactating impact players. Even worse, the Rockies were building one of the best offenses in the league exclusively with homegrown talent. Most nights, the Rockies are able to start eight homegrown players. Eight! To find eight Giants worth starting over the past thirty years, you'd probably have to put Jack Clark at shortstop.&lt;/p&gt;
&lt;p&gt;The Diamondbacks still have a lot of young talent; it isn't time to relegate them to the Nady/Bozied abyss. But my other, more relevant, point is this: Worry about yer own damned team. Seriously. I'm through getting caught up in prospect lists and under-25 superstars-in-the-making, forecasting doom for ten years in the future. If the Diamondbacks do become an elite team, they'll probably use guys like Stephen Drew and Justin Upton, but they'll have to supplement the roster with guys who weren't even close to the team picture a couple of years ago. The next contending team probably isn't going to have a lot to do with Micah Owings or Chad Tracy. I did a lot of worrying about a specific collection of talent for nothing.&lt;/p&gt;
&lt;p&gt;Now if you'll excuse me, I'm going to go think about the 2011 infield (Posey/Villalona/Noonan/Crawford/Sandoval) for a while. They should really rip the place up, especially when Madison Bumgarner is yet another perennial Cy Young candidate. Mmm. That's going to be a tasty, tasty omelet.&lt;/p&gt;

&lt;p&gt;Because there are so many variables to consider when valuing one pitcher versus another, pitching metrics are always a bit touchy. &lt;p&gt;Wins definitely correlate over a few seasons with the best pitchers, as the best tend to not allow many runs and pitch late into games. The issue with wins is that they tend to over reward pitchers who can pitch a lot of innings. My favorite example is &lt;a href=&quot;http://www.sbnation.com/mlb/players/759/Livan_Hernandez&quot; class=&quot;sbn-auto-link&quot;&gt;Livan Hernandez&lt;/a&gt;, who tends to finish seasons with double digits in the W column, but is a noteworthy hit machine and a generally awful pitcher. Hernandez tends to get rewarded because he can hang on a long time and give his team a chance to crack into the opposition's bullpen.&lt;/p&gt;
&lt;p&gt;Wins also zero predictive value from season to season. At best, they are a performance stat.&lt;/p&gt;
&lt;p&gt;We can debate wins and losses all day, but that's a very brief reasoning on why I look past wins and losses as a measure of a pitcher's value.&lt;/p&gt;
&lt;p&gt;&lt;br /&gt;Join us after the jump as we step into a pile of other pitching metrics.&lt;/p&gt;


  
&lt;p&gt;ERA is the next logical metric to look at, and a very decent one to use in general. The upside of ERA is obviously that it gives you a good idea of how many runs a pitcher will allow in general. The downside is that it can over reward pitchers with an excellent defense or a majestic pitcher's park. ERA can tend to reflect the team's overall run preventing ability, with an obvious glut of the responsibility on the pitcher. Now, before you start typing your response on how pitching to your defense is a skill in itself, we'll talk about ERA discrepancies later on down the line.&lt;/p&gt;
&lt;p&gt;An average ERA is 4.50, typically, while the MLB average this season is 4.35. Sub 3.00 and you're an all-star. Sub 2.50 and you're elite. Above 5 and you're a back end starter. Above 6.00 and you really shouldn't be pitching in the majors.&lt;/p&gt;
&lt;p&gt;We all get ERA, and it's basically the easiest to just cite and not be too far off of base. You're not gonna see too many 2.00 ERA pitchers who are claimed to actually suck and 6.00 ERA pitchers claimed to actually be studs. Nobody should harp on anyone for citing ERA. But there are better metrics to view as we move forward.&lt;/p&gt;
&lt;p&gt;To dial the metrics up a bit, there's also WHIP to take into consideration. WHIP is obviously just Walks + Hits / Innings Pitched. That's it. It's just a measure of the traffic a pitcher allows. And obviously, more traffic = bad. Average WHIP is 1.391. Whip below 1.2 is all-star level. WHIP below 1.1 is elite. WHIP below 1.00 is usually reserved for &lt;a href=&quot;http://www.sbnation.com/mlb/players/628/Mariano_Rivera&quot; class=&quot;sbn-auto-link&quot;&gt;Mariano Rivera&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;Before we touch on the more SABR slanted metrics, let's take a look at component stats. These are where the skills of a pitcher are really quantified.&lt;/p&gt;
&lt;p&gt;K/9, BB/9, and HR/9 are the basics of the component stats, and they're complemented by GB% and FB%. Additionally, K/BB also works well with them, as it can provide context for a high BB/9 or a low K/9.&lt;/p&gt;
&lt;p&gt;Now in terms of where these numbers fall in terms of where the league pitches is as follows: 6.9 K9, 3.5 BB9, 1.1 HR9, 2.01 K/BB. K/BB might be the more important thing to look at with a lot of pitchers, as a low K/9 complemented by a low BB/9 provides a solid K/BB, and you can rationalize a high BB/9 if your pitcher also carries a high K/9.&lt;/p&gt;
&lt;p&gt;So rather than trying to put levels on K/9 and BB/9, we'll talk about K/BB instead. As mentioned above, 2.00 is about average. 1.50 is passable. 1.00 and you're probably not MLB caliber. 3.00 and you're a pretty dominating pitcher. 4.00 and up and you're downright elite.&lt;/p&gt;
&lt;p&gt;Now the one component rate I don't lump up there is the HR/9 component. Because HRs in general are such a park-affected part of baseball, it's hard to just look at a HR/9 and say &quot;good&quot; or &quot;bad&quot;. You kind of need to look at it based on your team and the environment you play in. As &lt;a href=&quot;http://www.sbnation.com/mlb/teams/COL&quot; class=&quot;sbn-auto-link&quot;&gt;Rockies&lt;/a&gt; fans, I view a 1.00 as the line for someone really worth pursuing - in terms of starters at least. 2.00 is right out. 1.50 is pretty undesirable. A HR/9 of .70 or below is a solid pitcher.&lt;/p&gt;
&lt;p&gt;So all these component numbers lead to a couple of things: firstly, you can use them to paint a picture of the pitcher in question, and secondly, they lead into the first of 2 SABR style metrics I'm going to review here.&lt;/p&gt;
&lt;p&gt;FIP, for those SABR types following, is the logical followup to the component statistics. FIP is basically combining your K/9, BB/9, and HR/9 into one nice metric which mirrors ERA directly. An average FIP is the same as league average ERA, by definition. Now what FIP does is that it takes the balls in play out of the situation entirely (as a Home Run isn't really in play, fielders can't do anything to affect them) and rates a pitcher just based on what he does to the batter. &lt;a href=&quot;http://www.purplerow.com/2009/4/1/817712/fip-why-you-dont-deserve-that-era&quot;&gt;Counting Rocks covered FIP&lt;/a&gt; a little while back, so you can get some more information on it there.&lt;/p&gt;
&lt;p&gt;To really look at FIP, you need to compare it to ERA. For example, &lt;a href=&quot;http://www.sbnation.com/mlb/players/1081/Matt_Cain&quot; class=&quot;sbn-auto-link&quot;&gt;Matt Cain&lt;/a&gt; is sporting a 2.43 ERA right now - which is obviously excellent. However, Cain is backing that 2.43 ERA up with a 3.91 FIP. This isn't to say that Cain is pitching at a 3.91 ERA level, but it suggests that his strikeouts, walks, and homers are good enough on their own to put up a 3.91 ERA....does that make any sense? Don't look at FIP too literally, because for guys who pitch to contact a lot, it misses a major portion of their game.&lt;/p&gt;
&lt;p&gt;How you need to look at FIP is really in the difference between FIP and ERA. In Cain's case, it would suggest that Cain is reaping the benefits of a good defense, a pitcher's park, and/or some good luck. Am I trying to say Cain sucks? Absolutely not. But what's interesting about Cain is that his past 4 seasons of FIP are (starting with 2009 and rolling backwards): 3.91, 3.91, 3.78, 3.96. Cain is pretty much the same pitcher this year as he has been the past 3 years, but this season, things are clicking better for him. &lt;a href=&quot;http://www.purplerow.com/2009/7/4/938282/matt-herges-the-reason-we-look-at&quot;&gt;Counting Rocks ran an analysis of Matt Herges&lt;/a&gt; in this same fashion, if you want to see a bit more of how we use components to evaluate a pitcher.&lt;/p&gt;
&lt;p&gt;There is one extension to FIP, and that is xFIP, as &lt;a href=&quot;http://www.hardballtimes.com/main/article/im-batty-for-baseball-stats/&quot;&gt;presented by The Hardball Times.&lt;/a&gt; For all intents and purposes, xFIP is the same as FIP, but it normalizes the HR component of FIP to put everyone on a bit more of a level playing field. It should also be noted that xFIP has a pretty decent predictive value from year to year.&lt;/p&gt;
&lt;p&gt;Moving forward, we have one final metric to discuss, and then I'll set you all loose to go all SABR on everyone out there.&lt;/p&gt;
&lt;p&gt;tRA, again, &lt;a href=&quot;http://www.purplerow.com/2009/5/20/880892/tra-because-you-pitched-better-and&quot;&gt;covered by Counting Rocks&lt;/a&gt;, is yet another &quot;looks like ERA&quot; metric that has the same idea as FIP, but it actually takes regular balls in play into account in how it is scored. Basically, every event that happens in a game is worth a certain number of runs and a certain number of outs. What tRA does is sums up the number of &quot;expected&quot; runs and &quot;expected&quot; outs and then calculates it on a scale of 27 outs, or 9 innings. So basically, a ground ball is worth, say .90 outs, and a single is worth .75 runs. tRA is essentially the pitching equivalent of wOBA.&lt;/p&gt;
&lt;p&gt;Another way to look a tRA is that it is a &quot;report card&quot; of how a pitcher did. When you see a pitcher who had an alright game, got a lot of ground balls, but also had a lot of balls squirt through and dying quails to no-man's land and such, but really pitched a better game than the final box score suggests, tRA will give them credit for the good things they did while appropriately penalizing them for the bad things they do. tRA, as compared to ERA, can do the same kind of thing that comparing ERA and FIP can do, but it will also take the hits and such into play.&lt;/p&gt;
&lt;p&gt;For example, I have a guy who strikes out 4.5 guys per 9 innings, walks 2.5, and gives up .80 HR. FIP is gonna say this guy is pretty good. But what FIP misses is that the guy has a WHIP of about 1.70 because he's incredibly hittable in the meantime, gives up a pile of singles. tRA is gonna punish him for all those singles.&lt;/p&gt;
