Former D.C. United president Kevin Payne wasn't unemployed for long. When his departure from United's front office was announced by the Washington Post, it was noted that he was expected to join the front office of 'another MLS team in the coming days', and that MLS team was suspected by most to be Toronto FC.
And Toronto FC it was:

It is thus far unclear what position Payne will be taking in Toronto's FO, but it's almost certainly going to be a major one. It would have taken a significant offer to pry him away from D.C. United, a team he's been involved with since Major League Soccer's inception. But the opportunity to shake up a struggling franchise that desperately needs an injection of new blood and ideas might just have been too much to pass up.
