Waters has been named to the Pro Bowl five times, including in 2010. The Chiefs released him in late July. The timing of the Patriots' move is particularly significant given that if Waters is on the Pats' opening-day roster, they'll have to pay him for the entire year.
Any veteran on an opening-day roster has his salary guaranteed for the season.
The fact that New England did a deal now with Waters rather than waiting until after the regular season begins indicates they have big plans for him this season.
