Houston will be forced to open its season without Ed Reed, as the safety is inactive for Monday night's game against the Chargers.
Reed is still recovering from offseason hip surgery. He sat out training camp and the preseason, only recently returning to practice. He did more in practice as the week went on, but was still a long shot to play against San Diego.
Houston's third-round pick Sam Montgomery will have to wait at least another week to make his NFL debut. Montgomery is a healthy scratch while Justin Tuggle and Willie Jefferson, both undrafted free agents, are among the active linebackers.
Manti Te'o was ruled out of the game earlier in the week due to a foot injury and he is the most-notable name on San Diego's inactive list. The rest of San Diego's inactive players are backups. Outside linebacker Tourek Williams, the backup to Dwight Freeney and third-string safety Brandon Taylor are also inactive.

Safety Ed Reed, quarterback Case Keenum, linebacker Darryl Sharpton, linebacker Sam Montgomery, offensive lineman Andrew Gardner, offensive lineman Cody White and offensive lineman David Quessenberry.
San Diego Chargers:
Quarterback Brad Sorensen, wide reciever Seyi Ajirotutu, safety Brandon Taylor, linebacker Manti Te'o, linebacker Tourek Williams, offensive lineman Johnnie Troutman and defensive end Drake Nevis.
