EJ Manuel's arm

During the Maryland game I noticed several times that EJ's throws had very little zip and seemed to a long time to reach the receiver. Fortson in particular had to wait forever for one of these rainbows to reach him and it was nearly intercepted (one similar pass later was). Is this the best we can expect from EJ? Is he playing through an injury? Is this the only way he can be accurate at this point in his career? I don't follow recruiting very closely so all I have seen of Manuel is this season. My best guess is that at this point he isn't quite accurate enough to be able to throw the ball on a line, but I'd appreciate any thoughts you guys have on the subject. I can't help but think EJ's passes are going to be the best thing that ever happened to Joe Haden and the rest of the Gator DBs (though that will probably be the least of our worries on Saturday).
