&lt;p&gt;Let's face it. With today's signing of Terrell Owens, the Bills have made either the best or worst personnel move since the Levy era. I don't feel there will be any grey area. Obviously, only time will tell.&lt;/p&gt;
&lt;p&gt;That being said, with hopes of stimulating a little bit of friendly football debate, I wanted to highlight what I feel are the top 5 best and worst personnel moves since the end of the Levy/Kelly/Smith etc. era. Feel free to critique......&lt;/p&gt;
&lt;p&gt;&lt;b&gt;5 Best Moves:&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;1.) Day One 2007 NFL Draft: I think it's safe to say that the addition of Lynch, Poz and Edwards in 3 consecutive rounds gave the Bills their foundation for the foreseeable future.&lt;/p&gt;
&lt;p&gt;2) The Peerless Price Trade: Brilliant! Who knew we would get a first round pic for him! Atlanta looked pretty foolish after the dumped him a few years later.&lt;/p&gt;
&lt;p&gt;3) Aquiring Takeo Spikes: Take away his ruptured achilles, he might still be the focal point of our defense. We took advantage of a dumb move on Cinci's part.&lt;/p&gt;
&lt;p&gt;4) Signing Jason Peters: Who would guess that an undrafted TE would turn into a perennial Pro Bowler at tackle.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;5) Drafting Terrence McGee in the 4th: With all the first day pics we've used to attempt to solidify our defensive backfield, he has turned out to be a great value pic in the 4th. He might never be a superstar, but he's been a solid performer&lt;/p&gt;
&lt;p&gt;&lt;b&gt;5 Worst Moves&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;1) Trading up for John McCargo: His performance over the past few years have solidified my opinion that he should have went no higher than the 5th round. I got extremely excited when I saw the Bills traded up, but that all went away when i realized who it was for. I really figured it would be for Winston Justice, due to the fact many mock drafts had us taking him with our first pic.&lt;/p&gt;
&lt;p&gt;2) Drafting Willis Mcgahee: Yes, Travis Henry has spun off the face of the planet, but you could argue that we used a 1st rounder to address arguably the least needed position that year.&lt;/p&gt;
&lt;p&gt;3) Trading up for JP Losman: Many teams didn't even consider him a first day pick. I think his performance with us has proven them right&lt;/p&gt;
&lt;p&gt;4) Giving Dockery $49 million: no explanation needed&lt;/p&gt;
&lt;p&gt;5) Rob Johnson: As if giving a 1st round pic for him weren't enough, we dump Flutie to keep him! Horrible!&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Feel free to critique or come up with your own....&lt;/p&gt;
