If they don't dip into the minors for a spot start (deGrom perhaps?), I'm wondering if they would go with Torres, considering he's been lights out and has also started in the past...

If the Mets actually wanted to sign Reyes, they would have negotiated with him prior to the 2011 season. That's what teams do when they want to keep a player (not just lip service).
