&lt;p&gt;Welcome to week 15 of our AP Power Rankings. This will be my last week handling the bulk of this project as I will be passing it off to one of our other panelists to see it through to the end. It's been a pleasure to bring you these each week.I want to thank all the Rankers for all their help throughout the year!&lt;/p&gt;
&lt;p&gt;The &lt;a href=&quot;http://www.sbnation.com/nfl/teams/NOS&quot; class=&quot;sbn-auto-link&quot;&gt;Saints&lt;/a&gt; were able to keep their strangle hold on the top spot with the &lt;a href=&quot;http://www.sbnation.com/nfl/teams/IND&quot; class=&quot;sbn-auto-link&quot;&gt;Colts&lt;/a&gt; right behind them. I don't know how you really decide between these two teams. Both are playing fantastic football and are a mere 3 victories away from making NFL history. If that happens they will forever be linked. Yes, the odds are still long but can you imagine a Super Bowl with the 18-0 Colts and the 18-0 Saints? Two prolific offenses and two of the games best QB's? Talk about drama...but we get ahead of ourselves.&lt;/p&gt;
&lt;p&gt;There are a couple of other teams that may have a thing or two to say about a Saints vs. Colts Super Bowl and they would be the &lt;a href=&quot;http://www.sbnation.com/nfl/teams/MIN&quot; class=&quot;sbn-auto-link&quot;&gt;Minnesota Vikings&lt;/a&gt; and the &lt;a href=&quot;http://www.sbnation.com/nfl/teams/SDC&quot; class=&quot;sbn-auto-link&quot;&gt;San Diego Chargers&lt;/a&gt;. They are numbers 3 and 4 in our rankings and are both playing great football. Rounding out the top 5 is a scrappy &lt;a href=&quot;http://www.sbnation.com/nfl/teams/CIN&quot; class=&quot;sbn-auto-link&quot;&gt;Bengals&lt;/a&gt; squad who will be playing with a heavy heart this Sunday following the death of wide receiver Chris Henry who passed away this morning. The Bengals will face a red hot Charger team in a game with big time seeding implications.&lt;/p&gt;

&lt;p&gt;Well here we are. Another Monday morning. Another Chiefs loss. Mondays are usually pretty slow for news. This is the time to reflect on what we saw and what, if anything the Chiefs can hang their hard hat on. Cue the Cassel and Haley doubters. The Pendergast lynch mob. The Koolaid salesman will start setting up shop. The Silver Miners start looking for lining. And at least a couple of Scouts are preparing mock drafts. Yes, the inhabitants of the Chiefs Kingdom are getting restless in the spin cycle that is yet another losing season. The jesters are running out of balls to juggle.&lt;/p&gt;


  
&lt;p&gt;As I said in an article last week, the Chiefs have gone &lt;a href=&quot;http://www.arrowheadpride.com/2009/12/9/1192895/as-far-as-they-can-go&quot;&gt;as far as they can go.&lt;/a&gt; They aren't losing because of bad coaching, poor play calls, and bad quarter back play. The Chiefs are losing because, collectively, they are simply not talented enough. Due to this deficiency you will not see the team improve this year. It simply isn't possible. The Chiefs are instilling a program here. This is year one of that program. Some might say it is important for the coaches to adapt their system to the players they have. To a certain extend that is true. Josh McDaniels has done a fantastic job of adapting his system to the players he has in Denver. He certainly isn't running the offense that he ran with &lt;a href=&quot;http://www.sbnation.com/nfl/players/1653/Tom_Brady&quot; class=&quot;sbn-auto-link&quot;&gt;Tom Brady&lt;/a&gt; and &lt;a href=&quot;http://www.sbnation.com/nfl/players/3332/Randy_Moss&quot; class=&quot;sbn-auto-link&quot;&gt;Randy Moss&lt;/a&gt; in NE. Josh McDaniels had the luxury of taking over an 8-8 team with many pieces in place. He is in a position to install his program slowly over time while maintaining a winning record. He has this luxary because of the team that he inherited. Time will tell if he is able to successfully accomplish this task. It isn't always easy as Chiefs fans know all too well. &lt;br /&gt; &lt;br /&gt; Herman Edwards inherited a 10-6 team. He claimed he wouldn't change the Chiefs potent offense but was forced to do so out of necessity due to the loss of &lt;a href=&quot;http://www.sbnation.com/nfl/players/2368/Trent_Green&quot; class=&quot;sbn-auto-link&quot;&gt;Trent Green&lt;/a&gt;. For all the criticism Herman received, what he did with the Chiefs in his first season was nothing short of remarkable. Edwards failed because he was not able to slowly install his program and then, following a 4-12 season he tried to do what he should have been allowed to do in his first season, which was blow up an old team and start over. &lt;br /&gt; &lt;br /&gt; Haley and company have inherited a blown up team, an unfinished construction project. It's been an eyesore in the neighborhood for a couple of years now. The neighbors would like it to just be finished so they don't have to look out their windows at cranes and cement trucks every day. Unfortunately for the neighbors, this isn't possible. The new guys taking over the job have their own plans. They want to build a 5 story building but the foundation was only laid for a three stories. They can't try to stack two extra stories on a foundation laid for three&amp;nbsp; or the building will crumble. No, it may have meant more construction but the new guys need to rip up the old, unfinished foundation and start over. &lt;br /&gt; &lt;br /&gt; Such is the 2009 &lt;a href=&quot;http://www.sbnation.com/nfl/teams/KAN&quot; class=&quot;sbn-auto-link&quot;&gt;Kansas City Chiefs&lt;/a&gt;. Most Chiefs fans wanted a new regime. Most Chiefs fans did not think Herm and his staff were the right team to bring the Chiefs back to respectability. Chiefs fans got what they wanted, a total house cleaning. Everyone was happy. Then they saw the cement trucks rolling in again and panic set in. People are already calling for the coaches head and calling the GM a hack. These guys are simply laying a new foundation for a new offense and defense. This building isn't going to look shiny and new for a while. There is going to be a few more years of construction. What are folks complaining about? It's what they asked for. &lt;br /&gt; &lt;br /&gt; The foundation has been laid. The program is in place and the new guys are going to start building up now. Do you really want to replace them and bring in someone else because I assure you, if a new team is brought in they are going to have their own plans and they are going to rip out this foundation. The construction will continue, maybe forever. Just ask Oakland Raider fans what a whole lot of impatience and coaching changes has gotten them. Cement trucks and cranes. &lt;br /&gt; &lt;br /&gt;&amp;nbsp;If you care to look out your window at the job site, you need not look for a story to be put in. You won't see the Chiefs &quot;team&quot; improve this year because they have gone as far as they can go. The coaches and GM will evaluate what they have and order more supplies. What you should look for is what is working, not what isn't working. Not yet anyway. It's like complaining there is no roof before there are walls. Yes, next year we better see some walls going up. Maybe even a story or two. Progress must be made. I for one am willing to let these guys finish what they are building. &lt;p&gt;&amp;nbsp;&amp;nbsp;As many of you know I fancy myself something of&amp;nbsp;a football scout. Given the many problems the &lt;a href=&quot;http://www.sbnation.com/nfl/teams/KAN&quot; class=&quot;sbn-auto-link&quot;&gt;Chiefs&lt;/a&gt; have had on offense and defense this year I have been scouring the country trying to find upgrades at certain positions. It hasn't been easy but I have found a few candidates. Below I will list the players name and some info about him/her and the current Chiefs player they will be replacing. Most of these players should come pretty cheap for Pioli and as the Chiefs have a ton of cap space I see no reason why the team can't at least bring in half of these players.&lt;/p&gt;

&lt;p&gt;&amp;nbsp;Jesus Christ or JC as he prefers to be called on the football field is an incredible field general. He can accurately and effortlessly deliver the ball. He displays better pocket presence than Cassel and is rarely sacked as opposing players are normally blinded permanently by his greatness as they approach him in the backfield. His passes are often seen passing through defensive backs so his career interception numbers stand at 0. Definitely a franchise guy and a probably Hall of Famer. The Chiefs can't really go wrong here.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;UPDATE:&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;I just got off the phone with Jason Whitlock of the Kansas City Star. He was apparently breaking into the concession stand at Arrowhead Stadium to steal their giant tubs of nacho cheese when he noticed the Chiefs working out Christ. Reportedly Christ was having a very difficult time developing chemistry with KC's current crop of receivers. The trouble first started when Mark Bradley failed to get open for Christ. According to Whitlock,, Bradley was not being covered at the time as there was no defense on the field, however, Bradley could not shake a grounds crewman who was painting lines on the field.&lt;/p&gt;
&lt;p&gt;Later, according to Whitlock, Bobby Wade was utterly incapable of catching Christ's passes. Wade reportedly dropped several of JC's passes that were right on the money. Whitlock reported that Christ became visibly upset when one of his passes hit Wade in the chest and bounced off through his flailing hands. The ball reportedly floated in place for a time period of about 5 seconds, waiting for Wade to grab it. According to Whitlock, Wade simply stared at the ball for&amp;nbsp;a couple of seconds before falling down. &lt;p&gt;For all the talk about the Koolaid being passed around Chief Nation today I am surprised it wasn't brought up a lot more in August. As a Chiefs fan I have been wrestling with all the same questions you have. Is Cassel good enough? Is Haley a hard nosed task master who will get the best effort from his players or is he a raving lunatic who has lost his team. Is Scott Pioli a hot shot executive who is going to slowly and methodically turn the Chiefs into a perennial contender or is he an arrogant windbag too blinded by power to recognize his own shortcomings? Is Jason Whitlock going to break into my apartment and steal my Christmas Ham in the night? All very, very valid questions.&lt;/p&gt;
&lt;p&gt;This morning I sat down and tried to put things in perspective. I asked myself a question. Why aren't the Chief improving? I could argue the Chiefs have improved, albeit mildly, because they have already upped their win total by 1 game this season. The certainly have a chance to double 2008's win total with winnable games against the &lt;a href=&quot;http://www.sbnation.com/nfl/teams/BUF&quot; class=&quot;sbn-auto-link&quot;&gt;Bills&lt;/a&gt; and Browns coming up. I could live with that. I could live with 4 wins this season, 8 wins next season and 10 or 11 wins in 2011. This scenario is only possible, of course, if the Chiefs are improving. I think they are and I think they will but I firmly believe the Chiefs must stay the course.&lt;/p&gt;
&lt;p&gt;I looked up the Chiefs Sept. 3rd roster from the 2008 season. As you all know that roster was totally new. Herm Edwards tore down the Chiefs roster and started over. The results didn't come fast enough and Herm was fired. The mistake Herm made was that he didn't develop the guys he drafted fast enough. In the end I think that is why he was let go. I believe Clark genuinely wanted to give Herm a couple of years to build the team his way, they way he wanted to do it from the beginning. The leash was shorter on Herm, however, because he had a few drafts under his belt. That small group of players above are some of the Chiefs best players. Hali in a new position is doing very well and showing improvement, same goes for Dorsey. Demarrio Williams is having one of his best seasons as a pro in a defense he has never played in. All year they new regime has been doing the best they can with the players they have and they have been constantly turning over the roster trying to improve it. But these Chiefs are not last years Shannahan's Broncos, Marty's Chiefs and they sure as hell aren't Dungy's Colts. The team Todd Haley got was Herm Edwards' rebuild team. Ouch!&lt;/p&gt;
&lt;p&gt;The Chiefs are currently an expansion team. It is unfair to judge the new regime too harshly in their first year with an expansion team. It is how they chose to build their team from here on out that will determine whether or not they are the men for the job. They can only import so many players a year. They can only coach guys up so much during the season. It will take time. Probably about 3 years before they have a solid rotation of &quot;their guys&quot; on the field. When that day comes, once Scott Pioli and Todd Haley have built their team, if the Chiefs are still only winning 3 or 4 games a year then we will know they have failed. Then it will be time for them to go. But not now. Not yet.&lt;/p&gt;
&lt;p&gt;Release them now and a bad team stays in turmoil. The philosophy changes again, the roster turns over, the fans and players tune out. For better or for worse, what the Chiefs need now is two or three years of stability. They need a chance to build an identity as a team, as a coaching staff and as a front office. These men aren't responsible for the 2006, 2007 and 2008 seasons. They are responsible for 2009, 2010 and 2011. This is the start. Hang in there and get your measuring stick out at the end of NEXT season to see how far these Chiefs have come. Otherwise it will be Groundhog Day; The Kansas City Chiefs Edition...and it won't be a good day.&lt;/p&gt;

&lt;p&gt;We all know the Chiefs have problems on defense that are unlikely to be solved this season but how has the ho-hum offense been progressing? Well, it seems that even without Bowe, the chiefs offense is turning a corner. Here are the numbers. I have left out the Baltimore game because I wanted to focus on the Cassel lead offense. Remember this has been essentially a different team since the BYE week with the additions of Long, Chambers and Charles. Also the rushing yards are not the teams total yards but the average of the lead back or 2.7 vs. JC. Johnson had the high rushing yards for each of the first 6 games with Cassel and Charles has had the high in the 4 since he left town.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;As you can see the Chiefs are averaging 60.4 more yards through the air, 16.2 more yards on the ground with their lead back and 6 more points per game. Cassel for that matter had 994 passing yards in his first 6 games as a Chief and 904 in his past 4. A very nice improvement. Are the numbers spectacular? No. But they show a marked improvement. Also, these improvements have helped the Chiefs improve the one stat that matters; wins. In the first 6 games of the Cassel era the Chiefs were 1-5. In the last 4 they are 2-2.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Will all this translate to a win over the Donkeys? Maybe. The problem here is the Chiefs defense. The D cannot usually compete unless the force some turnovers ala Pittsbutgh. However, the Chiefs seem to fair better in games with weaker QB's who can't really burn them deep. They also tend to keep it close in games against teams that play pretty good defense and tend to grind out wins. Denver certainly has had to grind out a lot of their wins, never putting up a ton of points but not usually giving them up either. Over the last 4 weeks the Donkey's have had a lot of trouble on offense, save the &lt;a href=&quot;http://www.sbnation.com/nfl/teams/NYG&quot; class=&quot;sbn-auto-link&quot;&gt;Giants&lt;/a&gt; game where their defense reemerged and gave their offense plenty of chances. Orton is not likely to go deep too often on the Chiefs. Denver's offense seems to thrive on their talented possession receivers who tend to make a lot happen after the catch. &lt;h4&gt;Average points: 14 per game&lt;/h4&gt;

&lt;p&gt;Based on these numbers you could predict that the Chiefs will win by a score of 19 to 14. You could also probably flip that around and say the Broncos win by the same score. I think if the Chiefs can get their offense going early, especially the running game as Elvis Dummerville will attempt to eat Cassel alive, the Chiefs have a fair to good chance int his one. The offense must continue to make strides and the defensive play makers need to show up with some turnovers. The Chiefs offense, obviously, cannot afford to give away the ball.&lt;/p&gt;
&lt;p&gt;I believe id the Chiefs offense continues to improve that have a shot at beating all of the teams remaining on their schedule. Denver, Cleveland, Buffalo and Cinci all like to grind out wins...well...er...Cleveland likes to grind out losses. The key will be holding on to the football, which for most of the season, the Chiefs have done a good job of doing.&lt;/p&gt;
