If you focus in on Smyly and Franklin, than there are a ton of similar players the Rays could have focused on if they chose.

He will have to continue to adjust to the league because the hitters will figure out how to lay off the high fastball he gets many of them to swing at.

Rays were actually to 77 million and was the reason they signed Loney, Balfour and Escobar. They were the "all in" bump in the payroll.

We will never know but you have to think that at this time AF felt he had to move Price (for whatever reasons) and they like Franklin. Smyly and Adames better than any other players offered.
