Are the GSW a horrible organization or unlucky?

When a franchise such as the SA Spurs stays dominant for a decade, it seems like the whole organization is a well oiled machine.  Everyone stays on the same page, and there is a plan that is followed.  Quick, reactive decisions, aren't usually made, unless there is an offer that is just too good to refuse (e.g. Pau Gasol and the Lakers).  I don't know what everyone thinks about the Warriors,  and I'm talking about this offseason particularly, but they seem to be about the opposite of a well oiled machine.  Losing Baron and Monta, were unexpected so I can't blame the organization, but their reaction just doesn't make sense to me.  I see the Dubs missing the playoffs and no higher then the 10th seed (Lakers, SA, NO, Dal, Clips, Suns, Houston, Trail Blazers, Jazz are all significantly better the the Dubs even with Ellis for the whole season)  I'm writing this post because (I'm bored) I am really confused about what the Warriors are doing.  It seems to me that they don't have a plan, and that they are acting like our current squad is good, which it certainly is not.  What would be the smart thing for the Warriors to do at this point?
