Maybe I'm off here, but doesn't it seem likely the Spencer tag was a "just in case" while pursuing Mario Williams? If they sign Williams they can pull the franchise on Spencer and save the cap money. Don't know, maybe he's way to expensive but I can sure see ole Jer pulling the trigger for a splash.
