As a player Cespedes and Smyly are fairly equivalent in the 2.5-3 WAR range going forward.

And if you're making the trade in the offseason even for good prospects realistically you're looking at June 2016 before they'll be called up to help the ML team.

If like many project him to be a 3 WAR pitcher going forward the Rays could maybe afford one, but that would be most of the free agent budget at like $12-15M/yr minimum.
