Aroldis Chapman - Royals a player?

Richard Justice reported on MLB network that the Angels, Red Sox, Yankees and Royals will be attending the Aroldis Chapman workouts. We all know that the Royals are tapped out on the ML budget but could they be a player on him? Doubtful but we have seen Glass spend big money in development could he be a player here too?
