What are the cap rules when a team goes over?

Philly is over the cap and looks to have to move someone. Probably Gagne or Carter. I would not mind having either one even though I know we are in surplus of forwards. Also I would not mind grabbing Carcillo from them as it looks like they might not be able to match any offer. That would mean some moves from our roster but that would not be a bad thing if it was Stafford and maybe Hecht. Thoughts?

It is looking more and more likely that the Bills could draft Tim Tebow in the second round and I am getting more and more excited about the idea. If this is something we are planning to do though I really think we need to move back in the first to get and extra pick, something that is not easy to do.

Well what about Sheets. I know he is an injury risk but right now he is looking pretty good. He can pitch really good when healthy. Glavine might still come back but I would just as soon he retires. This leaves us with pretty much nothing unless we get Lowe. Sheets could still be a cheap option even if we get Lowe.

Also I think bringing Jones back MIGHT not be a bad investment if its a league minimum deal. It could be a good bridge to some of our young players.
