There is no good reason why anybody would ever do this with their hair:

WHY. WHY WOULD YOU EXPLICITLY SHAVE THE GAP IN BETWEEN THE HAIR ON THE TOP OF YOUR HEAD AND THE HAIR ON THE NAPE OF YOUR NECK, GIVING YOURSELF A NECKSTACHE. THERE'S NO GOOD REASON TO DO THIS. THERE'S NO GOOD REASON.

It's actually significantly thicker than his front mustache:
