NFL Draft 2013: Mel Kiper's latest mock draft has Eagles selecting Geno Smith

Mel Kiper released his latest mock draft -- and believes the Philadelphia Eagles will select Geno Smith with the No. 4 overall pick.

Mel Kiper released his fourth mock draft on Thursday -- and this time, ESPN's draft guru posted his projections for the first two rounds of the 2013 NFL Draft.

Like SB Nation's Dan Kadar's latest mock draft, Kiper has the Kansas City Chiefs selecting Texas A&M tackle Luke Joeckel with the No. 1 overall pick. Kiper and Kadar are also in agreement with the No. 3 overall pick, as both draftniks have the Raiders selecting Florida Gators defensive tackle Sharrif Floyd.

While Kadar has the Jaguars selecting Geno Smith with the No. 2 overall pick, Kiper has Jacksonville selecting BYU defensive end Ezekiel Ansah. Kiper believes Jacksonville will draft a player who can fill an immediate void, and doesn't believe Smith is better than Blaine Gabbert. Instead, Kiper projects Ansah to Jacksonville, giving the Jaguars a "high-ceiling defensive end."

Kiper believes Jacksonville will address its quarterback situation in the second round, with USC quarterback Matt Barkley.

Smith doesn't fall too far on Kiper's board, however. Kiper projects Chip Kelly and the Philadelphia Eagles to select Smith with the No. 4 overall pick, giving the Eagles a long-term answer at quarterback. Smith has the skillset to fit as a quarterback in Kelly's offense, and it could be an interesting marriage -- if he gets past the Jaguars at No. 2.

Kiper and Kadar disagree on Jonathan Cooper's value. Kadar projects the Bears to select Cooper with the No. 20 pick, while Kiper projects the Bills to select Cooper with the No. 8 overall pick.

Kadar has Buffalo selecting Cordarrelle Patterson with the No. 8 overall selection, while Kiper has Patterson falling all the way to the Minnesota Vikings at No. 23.

DeAndre Hopkins, who Kadar projects the St. Louis Rams to select with the No. 22 pick, isn't even a first or second-round pick according to Kiper.

Kiper's second round is filled with interesting prospects -- and plenty of potential first-round picks. Unlike Kadar who projects Keenan Allen as a first-round pick, Kiper has Allen as a second-rounder, falling all the way to the Titans at No. 40. Allen was once believed to be the top wide receiver in the draft, but injuries prevented Allen from participating in the combine, which damaged his draft stock.

Tyrann Mathieu, who was dismissed from LSU's team because of off-the-field issues, is projected to be taken by the New England Patriots in the second round by Kiper. Many believe Mathieu is a mid-round talent, but Patriots head coach Bill Belichick has proven in the past that he's not afraid to reach in order to secure a player he likes.
