Richie Incognito won't face a suspension in 2014 and is clear to play if he signs with a team.

Richie Incognito is currently a free agent, but if he does sign with a team he will be allowed to play in 2014. The NFL cleared Incognito to play this season and he will not face any further discipline stemming from the Dolphins bullying investigation last year, according to NFL.com.

"We are working with (Incognito's) people and monitoring his progress and it's gone well," NFL commissioner Roger Goodell said. "I would say the one person that has been very responsive and gone through the program is Richie Incognito."

Incognito was suspended for his role in the bullying scandal last season and sat out the final eight games. His suspension ended in February but he still needed to undergo an evaluation by the NFL before he was cleared to play again. He didn't attract much interest on the free agent market during the offseason. Interest picked up recently and Incognito took a free agent visit to Tampa Bay on Monday. Per Jeff Darlington of NFL.com, the Buccaneers are one of several teams interested in Incognito.

According to Darlington, waiting for Incognito to be fully reinstated curtailed his free agent market. Now that he is allowed to play again, he could be of more interest to teams in need of offensive line help. Some teams may shy away due to the details released in the NFL report investigating the harassment claims in Miami. Others may be more willing to overlook anything in the past due to the fact Incognito has been cleared by the league. A team might expect Incognito to be on his best behavior knowing the spotlight will be on him. Aside from the off-the-field issues, Incognito has been a solid veteran starter in recent seasons and was named to the 2012 Pro Bowl.

If Richie Incognito wants to be paid and play in the NFL again, he will have to pass a thorough evaluation given in conjunction by the league and the NFLPA.

Richie Incognito wants to play again in the NFL, but first he will have to prove he is mentally fit to return. NFL.com's Ian Rapoport reports that Incognito is free to sign a contract, but he cannot be paid or play until he passes a comprehensive evaluation by medical advisors designated by the league and the NFLPA.

Incognito has reportedly visited three different facilities for the treatment of substance abuse and mental health issues in the last few weeks, according to NFL.com. The offensive lineman reportedly checked himself into a treatment facility recently after taking a baseball bat to the front of his car.

He has made no secret about his desire to return to Miami. The Oakland Raiders have also been mentioned as a landing spot. There, he could reunite with offensive coordinator Greg Olson and offensive line coach Tony Sparano, coaches from when Incognito was with the St. Louis Rams and Miami Dolphins, respectively.

Incognito is a free agent this offseason after earning an indefinite suspension last season for his alleged harassment of then-teammate Jonathan Martin. A report released by NFL-appointed independent investigator Ted Wells detailed several instances of perceived bullying, including racist and homophobic text messages, and a "fine book" which docked Martin multiple times with the one word explanation of "pussy."

Along with distancing himself from his baggage, Incognito will also have to prove he is deserving of an NFL roster spot as a player. He earned a positive grade from Pro Football Focus for his eight games at left guard last season, but he has also taken significant time away from the game as a result of the bullying scandal. Incognito will be 31 by the start of the 2014 season, which may make teams hesitant about investing in him long-term.

Philbin takes responsibility in a self-serving press conference.

Joe Philbin addressed the media this morning in Indianapolis with a fire in his voice that was seldom heard during his team's tenure on "Hard Knocks." He seemed determined to send a message of personal accountability for the dysfunction the Dolphins suffered in 2013.

"I want everybody to know, I’m the one responsible for the workplace environment at the Miami Dolphins."

But Joe didn't say anything at all during his 15 minutes behind the podium besides repeatedly, and loudly, pointing the finger at himself and demanding that everyone recognize him for taking the blame. He punted on whether or not the team would retain Richie Incognito and Mike Pouncey, and he offered no insight as to what if any changes were being made in the workplace. That's all understandable given that they can't change the entire culture overnight, but Philbin ostensibly scheduled this press conference for a reason, self-flagellation being the main one.

"I want everybody to know, I’m the one responsible for the workplace environment at the Miami Dolphins."

Ever hear of pendulum theory? It's a pretty common technique used in sales, among other professions. If a person is too hard on himself, the natural reaction of others will be to try and rescue them. Go too far and you end up looking like Willie Lohman from Death of a Salesman or Gill from The Simpsons, but if you pull back just a little, it's human nature to try and get you back to positive. When Stephanie on Full House got a bad grade on a test, apologizing for being the stupidest person ever to live in the history of the world might have gotten her a hug from Dad instead of a punishment.

Joe Philbin:
'I have to do a better job'

In Philbin's case, making a big show of demanding the blame for a series of incidents might get him back into the good graces of ownership as a stand-up guy instead of getting fired. But make no mistake, it's entirely self-serving for Philbin to go with the "buck stops here" approach.

"I want everybody to know, I’m the one responsible for the workplace environment at the Miami Dolphins."

The puzzling part is Philbin flunked his test back in October. Philbin said that aside from a couple of minor details, he has been largely aware of the incidents since November. Kind of hard to see what he was so fired up about today besides the fact that his dirty laundry's now out in the public eye. So why not make this statement back in December? The Dolphins sat with their thumbs up their butts and waited for us to find out what they already knew, and now their only course of action is to aggressively and assertively demand blame during a press conference.

"I want everybody to know, I’m the one responsible for the workplace environment at the Miami Dolphins."

Sure, he threw in all sorts of coach-speak about how they're evaluating all angles, but if there's any remotely possible way that Incognito can remain on that football team, Philbin needs to go. The report itself is damning enough, but Richie showed his true colors when he thought he was being exonerated and celebrated by telling the world that Jonathan Martin had told him in confidence that he was considering suicide. In this case, it seems the "evaluation process" will consist of determining whether or not the Dolphins can find talented enough replacement players to give them the breathing room necessary to claim the moral high ground by cutting Incognito and Pouncey.

But until then, please direct all blame to Joe Philbin, per his request.

There's plenty of blame to go around in Miami these days after a bad 2013 season and the infamous bullying scandal. That's led to a lot of firings: the team has canned GM Jeff Ireland, assistant GM Brian Gaine, offensive coordinator Mike Sherman, offensive line coach Jim Turner, head athletics trainer Kevin O'Neil and will likely rid itself of the players associated with the Wells report. When asked who the Dolphins didn't blame, Darlington mentioned head coach Joe Philbin.

Miami's embattled head coach took the podium on Thursday in Indianapolis to talk about the bullying scandal.

INDIANAPOLIS -- Joe Philbin, the Miami Dolphins head coach, got in front of the microphone on Thursday morning at Lucas Oil Stadium, knowing what was coming. Every reporter there had no interest in the Dolphins' draft interests, but rather the bullying scandal involving Miami's offensive line.

Philbin talked for 10 minutes, speaking mostly about what went on inside the organization's walls. At times, the answers were predictable, and at others anything but. In his opening statement, Philbin came out strong, taking responsibility.

"I want everybody to know, I’m the one responsible for the workplace environment at the Miami Dolphins."

When asked about Ted Wells' report, Philbin said he was a bit caught off-guard.

"There we some little details I didn’t know about … the majority of things I knew about."

Philbin went on to talk about his role within the team, along with the way the Dolphins conduct business within the locker room and on the field.

"I have to do a better job. I’m going to look at every way, the way we talk, the way we act, the way we communicate to each other … I have to make sure we create a better atmosphere and a better environment."

Later in the presser, Philbin was asked a tough question about how Richie Incognito could have been voted to the Dolphins' leadership council despite allegations of him acting inappropriately with a woman on a golf course during a team event.

Philbin ran from taking any responsibility.

"I didn’t necessarily name him the leader. There is a leadership council that we have in place. The players vote on who they want."

Asked if there was any chance of Incognito, John Jerry and Mike Pouncey would not be back with Miami, Philbin went politician-style.

"We haven't made any decisions on anybody's future in terms of the 2014 Miami Dolphins."

Miami parted ways with a second member of their staff on Wednesday as they work to clean house ahead of potential action by the NFL.

The Miami Dolphins announced the firing of offensive live coach Jim Turner on Wendesday. The move does not come as a surprise considering that the investigate report released last Friday claimed that Turner was not only aware of the mistreatment of Jonathan Martin and two others within the organization but that he was directly involved.

According to report submitted by Ted Wells, Turner lied to investigators, attempted to convince Martin to exonerate Richie Incognito and participated in the taunting of Martin.

Turner was aware of the running "joke" that Player A was gay, and on at least one occasion, he participated in the taunting. Around Christmas 2012, Coach Turner gave the offensive linemen gift bags that included a variety of stocking stuffers. The gifts included inflatable female dolls for all of the offensive linemen except Player A, who received a male "blow-up" doll. [Jonathan] Martin and another player reported that they were surprised Coach Turner did this; Martin further said that he was offended that Turner had endorsed the humiliating treatment of Player A by participating in it. Incognito and others agreed that this incident with Coach Turner occurred. When interviewed, Turner was asked if he gave Player A a male blow-up doll. He replied, "I can't remember."

Turner had been with the Dolphins for seasons, joining the organization from Texas Tech in 2012. He'd spent the four previous years working in various positions on Mike Sherman's staff at Texas A&M. Turner also coached at Boston College and the University of Delaware.

Team trainer Kevin O'Neill was also fired by the Dolphins today, apparently interrupting the combine trainers meeting in the process.

Before the NFL has made any official rulings in the Jonathan Martin bullying case, Miami opted to separate themselves from at least one name mentioned in last week's report.

The Miami Dolphins fired head trainer Kevin O'Neill on Wednesday, less than a week after an investigative report revealed that O'Neill perhaps acted inappropriately amid the ongoing Jonathan Martin-Richie Incognito bullying scandal. The report stated that O'Neill stood idly by as racial remarks were made at an assistant trainer, sometimes even laughing alone.

Wells' report also stated that O'Neill was less-than-cooperative during the investigation:

"O’Neill, the head trainer, not only overheard the racist insults, but also sometimes laughed along and never intervened. We did not cover this specific topic in our interview with O’Neill, which was cut short because O’Neill expressed hostility toward our investigation"

O'Neill had been with the Dolphins for 18 years, originally hired by Jimmy Johnson, whom he had worked under with the Dallas Cowboys.

This could just be the first of several import moves by Miami to clean up an alleged ongoing issue of hazing and bullying in the locker room, mostly surrounded around impending free agent guard Richie Incognito. Several more names could find themselves without a job in the coming weeks or months, but the Dolphins opted to act on at least one of them before the league did.

The Dolphins center lets us know how he feels about Mr. Wells' findings.

Miami Dolphins center Mike Pouncey is not enjoying his offseason at the moment. The former first round pick is enduring a firestorm of criticism about his role in the team's bullying scandal which was illuminated last week by Ted Wells' report.

Pouncey, entering his fourth year in the NFL, does not feel good about what has gone down in South Florida, per the Sun-Sentinel.

"Mike's distraught over the whole thing," a source close to Pouncey said. "He views it as a learning opportunity."

However, his remorse won't help him at the bargaining table. Pouncey is going into the fourth year of his rookie deal, which has an option for a fifth. Should new Dolphins general manager Dennis Hickey decide to decline the option, Pouncey might be looking for employment after next year.

Over at The Phinsider, there are all kinds of opinions on what to do with Pouncey, ranging from wanting him gone to acting as though nothing has happened. James McKinney believes Pouncey may have made some very, very poor decision while speaking to Mr. Wells.

For me, beyond the accusations of bullying the most disturbing part of the Pouncey involvement might be, if the Wells report is to be believed, is the fact that Pouncey either directly lied to or intentionally tried to mislead the investigators.

Meanwhile, the circus surrounding Miami is far from over. The main source of all of it is guard Richie Incognito, who is suspended by the NFL and about to become a free agent on March 11 when the new league year begins. Incognito took to twitter on Monday to express himself, again. Here is the important stuff:
